The RIA Commission is a fictional interministerial advisory body reviewing the quality of impact statements and issuing opinions on draft legislation before it is submitted for public consultation.

Its role in the regulatory impact assessment process is to raise the quality of that assessment and to ensure that every draft regulation carries an impact statement. The composition of the commission is described in its profile as continuous prose, not as a roster of named members.
